Canada’s Immigration Plan 2023-2025: Targets for New Permanent Residents

Immigration, Refugees and Citizenship Canada is happy to share information about the Canadian Government’s Immigration Levels Plan for the years 2023 to 2025. The plan is to admit 465,000 new permanent residents in 2023, with this number increasing to 485,000 in 2024, and reaching 500,000 by 2025. Data Source:

  • The Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class are all included in the immigration categories.
  • The temporary public policies that allow some temporary residents to become permanent residents are expected to conclude by the end of 2023. (Read Policy Here)
  • The Start-up Visa Program and the Self-employed Persons Program are part of the immigration categories for business individuals.
  • Once the Municipal Nominee Program is launched, it will be included in the admissions category.
  • The Home Child-Care Provider Pilot and the Home Support Worker Pilot are programs for caregivers, which also process applications from legacy caregiver pilots and interim pathways. Quebec will receive some immigrants under these programs.
  • Quebec selects its own immigrants, except for family class and protected persons, under the Canada-Quebec Accord.
  • The category for refugees includes a stream for human rights defenders in need of protection, such as women, journalists, and LGBTQ2 individuals.
  • Canada’s efforts to assist people from Afghanistan are included in the admissions for refugees and protected persons.
  • This category includes people admitted for humanitarian and compassionate reasons, public policy reasons, and those in the permit holder class, as well as some individuals affected by the situation in Afghanistan.
  • The targets and ranges for 2024 and 2025 are provisional and will be confirmed or adjusted by November 1 of each year.
  • The specific program and category ranges do not add up to the total overall ranges.
  • The Canadian government aims to increase Francophone immigration to reach 4.4% of French-speaking immigrants outside Quebec by 2023. The necessary admissions to meet this target will be adjusted once Quebec announces its immigration levels for 2023.
