Is the Queensland National Innovation Visa Right for You? 

This pathway may be suitable if you are an innovative investor, venture capital investor, founder, angel investor, family-office operator or business leader with a strong track record in high-growth ventures. 

You may be a stronger fit if you can show: 

  • Proven investment activity in innovative ventures
  • Active involvement in start-ups, scale-ups or high-growth businesses 
  • Successful exits, IPOs, acquisitions, funding rounds or measurable commercial outcomes 
  • Investment exposure in private equity, venture capital, R&D, asset management or co-investments 
  • A clear plan to deploy capital into Queensland’s innovation ecosystem
  • Third-party endorsements from recognised investors, funds, venture firms or innovation partners  

Queensland’s published guidance specifically refers to innovative investors who have an established track record and are ready to invest a minimum of AUD 5 million for two or more years in the state’s innovation ecosystem.  

This Is Not a Passive Investment Visa 

Many investors still think of Australia’s investor migration pathways in the old Business Innovation and Investment Program style. 

That is not how this pathway works. 

The Queensland innovative investor pathway under subclass 858 is not built for passive property investors, traditional business owners with no innovation exposure, or applicants whose only strength is financial capacity.

A Queensland Government nomination can place a candidate in Priority 2 under the Home Affairs National Innovation Visa priority system.

A strong candidate should be able to show: 

  1. Established Innovation Investment Record: Evidence that you have previously supported innovative ventures, high-growth businesses, start-ups, scale-ups or commercialisation-driven companies. 
  1. Active Involvement: Board roles, leadership positions, strategic guidance, investment committee participation, founder support or other direct involvement may strengthen the profile. 
  1. Meaningful Outcomes: Queensland refers to evidence such as successful exits, returns, IPOs, acquisitions and funding rounds that contributed to growth in innovative ventures.  
  1. Queensland Investment Deployment Plan: You need a well-developed plan showing how the proposed investment will optimise returns and drive growth in Queensland’s innovation ecosystem.  
  1. Third-Party Validation: Letters of recommendation from venture capitalists, government-backed funds, investment firms, co-investors or innovation partners can support the credibility of the case. 

Priority Sectors for Stronger Alignment 

Candidates connected to Tier One or Tier Two sectors are highly regarded in the innovative investor pathway. Queensland’s guidance refers to documented investments linked to high-growth sectors, especially Tier One or Tier Two sectors.

Recent Home Affairs invitation data for January to March 2026 showed 1,815 EOIs received and 146 invitations issued, with most invitations going to Priority 3 candidates in Tier One sectors.  

Queensland Nomination Process 

The process is selective and evidence-driven. 

Step 1: Review Eligibility 

Before registering interest, applicants should review the Home Affairs visa criteria and Queensland Government guidelines. 

Step 2: Submit Registration of Interest 

A Queensland ROI is not a visa application. It is a request to be considered for Queensland Government nomination.  

Step 3: Shortlisting 

Only a limited number of high-calibre candidates may be contacted to provide evidence. 

Step 4: Interview and Nomination 

Shortlisted candidates may be invited to an interview with the Trade and Investment Commissioner aligned to their passport country. 

Step 5: Form 1000 and Home Affairs EOI 

If nominated, candidates receive a signed Form 1000 from the Queensland Government, which can be attached to the Home Affairs EOI.  

Step 6: Invitation to Apply 

If the EOI is successful, Home Affairs may invite the applicant to apply for the National Innovation Visa. 

Submitting an EOI does not guarantee an invitation, and an invitation does not guarantee visa grant. Home Affairs confirms that the EOI is not a visa application and not an assessment of visa eligibility.  

Who May Not Be a Strong Fit? 

This pathway may not be suitable if your profile is mainly based on: 

  • Passive property investment 
  • Conventional business wealth without innovation exposure
  • Capital with no documented investment track record 
  • No active involvement in innovative ventures
  • No exits, funding rounds, acquisitions or commercial outcomes 
  • No credible Queensland investment plan
  • No third-party endorsements or institutional validation  

If the profile is weak, it is better to identify that early rather than build a case around unrealistic expectations.
